It's Always Best to Keep GD&T as Minimal and Simple as Possible

Only "Performance" (function) matters.  As long as your GD&T captures the functional requirements for the part, then simpler is always better.  Each element of the GD&T added to your parts is there only if functional requirements dictate.  By specifying GD&T that addresses only functional requirements in an optimal way, manufacturing is provided with the most tolerance possible.  This is why well applied GD&T, along with adequate training on the subject for your design, manufacturing, and inspection teams, will MINIMIZE COST!
